The purpose of this file is actually to improve system performance. By saving app data, it allows it to restart more quickly each time it is used for a smoother experience. However, removing Windows Prefetch content does not harm Windows and may save some disk space, at least initially.

In fact, applications whose data has been deleted will run more slowly the next time they are opened, before gradually re-occupying the same disk space as before.
